After over 40 years of practice, J. E. Holmes is Of Counsel to Graves & King, LLP, carrying a reduced active civil litigation case load. Holmes is experienced in all forms of complex tort litigation with emphasis in public entity liability, products liability, construction liability, employment litigation, business and general civil litigation. Holmes has extensive jury trial experience. He was elected into the American Board of Trial Advocates and has held the following offices in the organization: Director, National Board; Director, State Board; President, Vice President, Secretary and Board Member, San Bernardino-Riverside County Chapter. Holmes has received an AV Preeminent rating on Martindale-Hubbell from his peers.

Holmes was admitted to the State Bar of California in 1968 after earning his Juris Doctor degree from the University of California, San Francisco, Hastings College of Law. He is admitted to the: the U.S. Supreme Court; the U.S. District Court of Appeals, Ninth Circuit; the U.S. District Court — Northern, Central and Eastern Districts of California; the U.S. Court of Claims; the U.S. Court of Military Appeals; U.S. Court of Military Review; the U.S. Tax Court; and the California state courts.

Holmes sits as a Settlement Mediator for the State of California Court of Appeals, Fourth District and the Riverside County Superior Court. He serves as a Judge Pro Tem for the Riverside Superior Court. He also serves as an arbitrator for the Riverside Superior Court and RCBA Dispute Resolution Service, Inc.

He is a member of the American Bar Association and the Riverside County Bar Association. He has served on the Riverside County Bar Association's Judicial Nomination Committee and as Chairman of its Disaster Preparedness / Response Committee. He is a member and former Director of the Southern California Defense Counsel.

Holmes was involved in the U.S. Army for 32 years. He retired as a Colonel and was awarded the Legion of Merit. On active duty he served as: U.S. Army White House Social Aide from 1968 to 1970; prosecutor then chief prosecutor from 1970 to 1973; Special Courts Martial Judge in 1973 and litigation attorney for the U.S. Army assigned to the U.S. Attorney’s Office in San Francisco in 1974. In the Reserves, he served with the U.S. Army Trial Judiciary as a Senior Military Judge and Chief, 72nd JAG (Military Judge) Detachment. Holmes also served as Commander, 81st JAG (International Law) Detachment and as Commander, 426th Civil Affairs Battalion (Prov.).

Holmes continues to remain involved in numerous community activities in the Redlands area. Past and present volunteer experiences include: Chairman, Board of Directors, First Congregational Church; Director, Kimberly Shirk Historical Foundation; Director, Redlands Symphony Association; Vice-Chairman, Board of Directors, Air Force Village West and a Paul Harris Fellow in the Redlands Sunrise Rotary.
